1. Provision of suitable houses :
The benefits under Indira Awaas Yojana should be provided to the downtrodden Sikligars, Banjaras and Satnamis Initially. This will ensure that they do not live in sub human conditions in urban areas and even in rural areas. The benefits of Jawahar Lal Nehru National Urban Mission for slum clearance and for the Improvement of Urban Infrastructure have not reached these groups. You may persuade big industrial houses to construct suitable houses for downtrodden people because they are expected to show social responsibility under the Company Act. Besides that they will be able to have 100% deduction from the taxable income under section 35AC of Income Tax Act. With the help of your department such a project can be got approved from the National Committee in accordance with rule 11K of Income Tax Rules 1962. It is relevant to observe that the benefit under the Income Tax Act are available not only for construction of dwelling Units for economically weaker sections but also for construction of school buildings primarily for the children belonging to economically weaker sections like Sikligars, Banjaras, Satnamis etc. Any Program for the upliftment of rural, poor or the urban slum dwellers by establishing and running Institutions for the vocational education and training in rural areas or towns with a population of less than 5 lacs would be considered as an eligible project.
2. Skill Development :
Hon’able Prime Minister is very eager to empower weaker sections of the society by providing skills development. Under your guidance projects can be developed under which training is provided to the children belonging to weaker sections of the population so that they become employable globally and if you are able to persuade rich business persons to make investment in such projects then they will get additional benefit of 100% deduction from their taxable income.
3. Self Employment :
Under the existing schemes of the Central Government some selected NGO’s can be asked to help the Youth so that after taking loans from the banks they are able to establish small businesses.
4. Help to NGO’s assisting the downtrodden people In accordance with the Objectives of your Ministry :
Ministry of Social Justice and Empowerment can help Organizations like Guru Angad Dev Educational and Welfare Council, Ludhiana so that they succeed in bringing Sikligars, Banjaras and Satnamis above the Poverty Line.
If your honour accepts the suggestions that Sikligars, Banjaras and Satnamis should be initially considered the target groups then it will become possible to the eligible persons to get loan and Subsidy from various organizations. Children desirous of pursuing higher education would become eligible for getting scholarships. The brilliant students would also become eligible to get National Overseas Scholarships.
